Alexander Greenbaum
Chief of Party
As Chief of Party of the Country Analytics project (CAS), Mr. Greenbaum oversees the production of Economic Performance Assessments (EPAs), field reports, and research for USAID's EGAT Bureau. He also leads the team producing the Economic Contagion Tracker and in the last four and a half years has co-authored numerous EPAs. A full time employee of Nathan Associates, his work focuses on macroeconomic policy reform and economic modeling.
Mr. Greenbaum also has significant field experience, most recently in Mozambique, working with the government, donors, and private sector stakeholders to affect fiscal policy reform. He has experience with both general and partial equilibrium modeling and has comprehensive training on the G-TAP model. Prior to joining Nathan Associates, Mr. Greenbaum worked on international economic issues at the Association for Manufacturing Technology the New America Foundation, and the Economic Strategy Institute.

Bruce Bolnick
Technical Supervisor/Senior Economist
A development economist with more than 35 years of experience as a professor, technical adviser, project manager and international consultant, Dr. Bruce Bolnick joined Nathan Associates' International Group in 2003 as Chief Economist and Principal Associate in Economic Policy and Governance. Dr. Bolnick has worked on the economics of growth and poverty reduction, macro and monetary policy, tax policy, financial market development, budget programming, investment promotion policy, and micro and small enterprise finance. He served as Chief of Party for the Country Analytical Support (CAS) I project, and headed the team which developed the methodology for the CAS Economic Performance Assessments (EPAs). He has headed subteams for thirteen EPAs to date.
Before joining Nathan, Dr. Bolnick was a Fellow in Development at the Kennedy School of Government at Harvard University and a Senior Associate at the Harvard Institute of International Development.

Pauline H. Baker
Senior Conflict Expert
A social scientist with more than 35 years of experience as a professor, technical adviser and researcher on conflict issues, Dr. Pauline H. Baker is President of The Fund for Peace (FfP). Dr. Baker is a specialist in responses to countries in political transition. The FfP began partnering in 2004 with Nathan Associates to produce the Country Analytical Support (CAS) reports, and Dr. Baker played a leading role in the development of the project's analytical template for post-conflict economic assessments, which includes a conflict lens.
Before joining FfP, an independent educational and research organization focusing on weak and failing states, Dr. Baker was a professional staff member of the Senate Foreign Relations Committee, and also served as Deputy Director of the Aspen Institute's Congressional Program, and a senior associate at the Carnegie Endowment for International Peace. She is currently an adjunct professor at Georgetown University’s graduate program in foreign service.

Marcos Arocha
Economist
Marcos Arocha is a full-time private sector development specialist at J.E. Austin Associates, Inc. He has 10+ years of experience analyzing and promoting country competitiveness, cluster and value chain development, economic growth strategies and public-private dialogue in emerging and less developed economies. He regularly produces country and industry specific reports on competitiveness, utilizing a variety of benchmarking, market analyses, and other diagnostic tools, and works with government and business leaders to strengthen public-private dialogue mechanisms and facilitate strategic planning processes, including policy reform initiatives to improve the business environment. Mr. Arocha has been with the CAS team since its inception in 2004, assisting in the design of the CAS template and has served as the principal author of 7 subsequent CAS reports.

Rose Mary Garcia
Senior Economist
Dr. Garcia served as the CAS Chief of Party from September 2006 to February 2009. Highlights of her tenure included the supervision of numerous Economic Performance Assessments (EPAs) and follow-up activities and the creation of an analytical template for post-conflict economic assessments. In her current role, she continues to lead EPAs and helps with the day-to-day running of the project. At Nathan Associates, she is also the Managing Director for the Economic Policy and Governance Unit, and supervises the Guyana MCC Threshold Program.
Before joining Nathan, Dr. Garcia taught economics at Georgetown University and at the United States Naval Academy.

Krista Hendry
Conflict Expert
An analyst with 10 years experience examining investments and community development issues with a focus on weak and failing states and the extractive industry, Krista Hendry is Executive Director of The Fund for Peace. Hendry has worked on 12 CAS reports with Nathan Associates, focusing primarily on conflict issues, demographic and environmental pressures, and the delivery of public services like health and education in post-conflict or conflict-prone countries.
Before joining FfP, Hendry worked for the Frankfurt Economic Development GmbH in Germany with a focus on Asia. She has lectured on diagnosing state failure and the impacts of companies in conflict-sensitive areas at several universities, including American University, Columbia University, and Georgetown Law School.

Molly James
Project Manager/Junior Economist
Ms. James manages the daily operations of the Country Analytic Support (CAS) II Project. In this capacity, she prepares quarterly and financial reports and oversees the production and distribution of Economic Performance Assessments (EPAs), field reports, and research for USAID's EGAT Bureau. She has co-authored 10 country EPAs to date and assisted in the development of the project's analytical template for post-conflict economic assessments.
A full time employee of Nathan Associates, her work focuses on post-conflict economic growth and macroeconomic policy.

Roger Manring
Senior Economist
Mr. Manring, a Senior Vice President of Nathan Associates, is an economist and financial analyst with over 35 years of engagement in international development. He has worked in more than 50 countries worldwide, and his technical experience spans trade and investment, agriculture, finance, industry and infrastructure, including transportation. He has performed macroeconomic and sector policy analyses, conducted investment project appraisals and provided services in export and investment promotion and privatization. Mr. Manring has been a principal author of several CAS Economic Performance Assessments, and delivered CAS follow-on analysis in Guyana.
After first joining Nathan Associates in 1974, Mr. Manring worked with Coopers & Lybrand and Deloitte Haskins + Sells in Africa and Asia in the 1980s and returned to the firm in 1988. He was a Peace Corps Volunteer in Burkina Faso.

Eric Nelson
Senior Economist
Dr. Eric Nelson is an economist with more than 40 years experience as a practitioner and teacher of development economics, specializing in the macroeconomic policy environment for economic growth and for business, in developing and maintaining a sustainable financial sector while developing and assuring financial services for the poor, and in helping policy makers understand its effects on the behavior and well-being of individuals and enterprises. His experience includes more than eight years residence in Asia and Africa, working with local institutions, advising and assisting governments and banks.
In 2008 Dr. Nelson retired from the World Bank where he focused on countries affected by conflict.

Lynn Salinger
Senior Economist
Lynn Salinger has been helping governments, associations, firms, and individuals in middle- and low-income countries acquire the skills necessary to benefit from globalization for over 25 years. Her latest work involves an examination of the role of the labor sector in the U.S. government's foreign assistance program. Ms. Salinger has conducted labor sector field assessments in Cambodia, Honduras, and Ukraine, and workforce assessments in Cambodia, Egypt, Kosovo, and Morocco. Her areas of expertise also include assessing the economic impacts of regional and global trade liberalization, and competitiveness and value-chain analysis and programs, particularly in agriculture/agribusiness (in sub-Saharan Africa and elsewhere around the globe), as well as in the textile and garment industries in many of the world's significant producing countries.
